A budget-friendly opening build that keeps Endministrator functional from roughly level 15 through 30. Sundering Steel, obtained for free from the Operational Manual, stacks Agility, Physical DMG and Combative essences, which is exactly the profile the character wants; Prominent Edge serves as an interchangeable free substitute. The Roving MSGR set supplies a large Agility boost as its first effect and an additional Physical DMG bonus while the wearer stays above 80% health, both of which directly raise Endministrator's attack and Crush damage. Because the set is assembled from Ferrium Components, it is cheap to craft and can be worn temporarily until a full Grizzled Edge set is farmed.

This endgame setup is built to squeeze the most out of Rossi's crit interaction. Lupine Scarlet provides Critical Rate, Agility, and both Heat and Physical damage boosts, all of which her kit actually uses, and its Fracture stack is trivial to maintain given how many hits her skills land. MI Security adds more Critical Rate and a stacking ATK buff after crits, which matters because her Combo Skill hands her a large Critical DMG boost that only pays off if she is actually critting. The Redeemer Gloves off-piece rounds the setup out while the armor contributes Ultimate energy for smoother rotations. The result is a build that works both as a hypercarry and as a debuffing sub-DPS.
