For a free-to-play team, you can use any DPS with Cipher provided that they benefit from her debuffs. Asta is a great F2P Support for Cipher since she can buff her SPD, which Cipher needs.
Cipher + Acheron Team
Cipher can do great in an Acheron team as both a Sub-DPS and a speedy debuffer that can help buildup Slashed Dream. With E0 Acheron, you will need another Nihility character to unlock the full damage buff. If Acheron is at E2, you can use a Harmony unit since she only needs one Nihility unit to activate the damage buff fully.
Cipher + Feixiao Follow-Up Team
As a Follow-Up attacker, Cipher can be an excellent Sub-DPS to Feixiao or Dr. Ratio thanks to her frequent attacks and debuffs. Ideally, you'd want units that can provide debuffs to have the Pioneer Diver of Dead Waters at full uptime.
Cipher + Archer Team
Cipher can also work as a Sub-DPS to Archer. Cipher can simply use her Basic Attacks to generate Skill Points that Archer can use. Sparkle provides Skill Point generation to the party and Permansor Terrae can increase Archer's ATK with his shield.
