Chongyun's Elemental Burst is calculated as Claymore damage, which means it breaks Geo Structures / Shields at a much easier rate and can proc Shatter.
This makes Chongyun a valuable asset in certain team compositions, particularly those that rely on Geo reactions or need to break Geo shields quickly.
When building Chongyun, focus on increasing his EM and ER to maximize his Elemental Burst damage and Energy Recharge efficiency.
Some recommended Artifact sets for Chongyun include:

Noblesse Oblige for increased Elemental Burst damage
Archaic Petra for Geo damage bonus

In terms of team compositions, Chongyun pairs well with characters that can provide Elemental Reactions or Shield support, such as Zhongli or Noelle.

Spirit Blade: Chonghua's Layered Frost

Chongyun strikes the ground with his greatsword, causing a Cryo explosion in a circular AoE in front of him that deals Cryo DMG.
After a short delay, the cold air created by the Cryo explosion will coalesce into a Chonghua Frost Field, within which all Sword, Claymore and Polearm-wielding characters' weapons will be infused with Cryo.
