Birgitta stays on-field longer than both of Ineffa's Elemental Skill and Burst individual cooldowns, meaning that Birgitta has 100% field uptime.
When Ineffa has higher Energy Recharge requirements (typically 150%+), building ER to use her Burst every rotation results in slightly less personal damage in exchange for more uptime on her teamwide buff. Teams that focus more on Ineffa's personal damage will want to use her Burst every other rotation and ignore ER.

Ineffa transforms all instances of the Electro-Charged reaction into Lunar-Charged while she's in the team, which has its own scalings and can even crit. Both her Elemental Skill and Elemental Burst deploy her robot companion, Birgitta, to the field, who can deal damage and apply Electro while off-field. Additionally, Ineffa's Elemental Skill can also provide a shield. Her Elemental Burst also provides an Elemental Mastery buff based on a portion of Ineffa's ATK (her A4 talent).
Regarding Weapon Choices:

Staff of the Scarlet Sands: Can sometimes prefer EM Main Stats over ATK% ones.
Ballad of the Fjords: At R5 this weapon will perform closer to Lumidouce Elegy.
Prospector's Shovel: This ranking assumes Ineffa is used on a team where Moonsign: Ascendant Gleam is active. Otherwise it performs equal to Missive Windspear.
Deathmatch: Ranking assumes 2 or more enemies are present. At R5, this weapon performs slightly better than Engulfing Lightning.
Missive Windspear: In Quickswap teams where you can keep the uptime on the weapon's passive, this weapon performs similarly to Engulfing Lightning.

Regarding Artifact Sets:

Tenacity of the Millelith: This is a more supportive artifact set that sacrifices Ineffa's personal damage in favor of an ATK% buff and an increase to her shield strength.

Regarding Main Stats: Elemental Mastery can be considered as main stats for the Sands and Goblet if your substats are decent enough, however, they will notably perform worse than ATK% main stats.

Ineffa engages her Enhanced Cleaning Module, dealing a single instance of AoE Electro DMG to nearby opponents, activating her Optical Flow Shield Barrier, and summoning the Multipurpose Smart Assistance Unit, Birgitta.
The Optical Flow Shield Barrier absorbs DMG based on Ineffa's ATK, and it will absorb Electro DMG with 250% effectiveness.

Supreme Instruction: Cyclonic Exterminator

Through Multipurpose Smart Assistance Unit, Birgitta, Ineffa can use Rocket Punches to quickly clean up opponents! Shoots Birgitta into the fray, dealing AoE Electro DMG and allowing Birgitta to remain on the field.

If Birgitta is already on the field, having been summoned by Ineffa, this Skill will re-summon Birgitta at the target's location and reset her duration.

When a party member triggers an Electro-Charged reaction, it will be converted into the Lunar-Charged reaction, with every 100 ATK that Ineffa has increasing Lunar-Charged's Base DMG by 0.7%, up to a maximum of 14%.

Additionally, when Ineffa is in the party, the party's Moonsign will increase by 1 level.
