They can be obtained through investigation and exploration or purchased directly from Boojee's Store - Blueprints. Item Effect: After Hoshimi Miyabi executes a Powerful Slash on an enemy, she immediately restores 1 Fallen Frost point. Enemies afflicted with [Icefire] take Frost DMG equal to 260% of Hoshimi Miyabi's ATK per second. Upon triggering [Frostburn - Break], Hoshimi Miyabi can bypass the restrictions of [Frostburn] and immediately reapply [Icefire] to enemies.
