Fluorite sits low on the tier list because her kit is extremely narrow. She is a Nature-element Handcannon Caster whose main job is to add extra Cryo or Nature Infliction stacks and extend whatever Arts Infliction the enemy already carries. In teams built around those elements she is a functional enabler, but she brings almost nothing when no ally is stacking Infliction, and her personal damage stays minor.

For early progression, Fluorite runs the Catastrophe set with the same OBJ Velocitous weapon. The set pushes Ultimate Gain efficiency and returns SP the moment a fight begins, which shortens the wait before her Ultimate can start feeding Infliction stacks to the team. The Mordvolt Insulation Battery T1 occupies the second kit slot because its high Ultimate Gain roll complements the set, and stat rolls still prioritize Ultimate Gain above everything else. Nothing about the play pattern changes here — she stays an off-field enabler — the build simply reaches the same objective with easier-to-obtain gear.

Battle Skill Tiny Surprise kicks an explosive onto a target, slowing it before it blows up for Nature DMG plus a Nature Infliction stack in the blast area.
Only one explosive can exist at a time, but killing its carrier or firing the Ultimate sets it off early, so tagging a weak enemy squeezes out extra value.
Combo Skill Free Giveaway fires once a target is already carrying two Cryo or Nature Infliction stacks and then adds one more Arts Infliction of the element already present.
Ultimate Apex Prankster deals four Nature hits; if the last hit lands on a target holding two Cryo or Nature stacks, those Inflictions are re-applied rather than consumed.

Scaling

Her output is mostly team-dependent: the more allied Infliction stackers she has, the more often her Combo Skill fires and the more valuable she becomes.
Ultimate Gain is the stat that actually matters, since it lets her alternate Combo Skill and Ultimate across rotations to keep supplying stacks.
Without partners producing Cryo or Nature Infliction, the Combo Skill rarely triggers and her contribution drops sharply.
She is cheap to raise as a 4-star and works as a filler enabler early on, but her ceiling stays low compared to dedicated damage dealers.

Team Role

Fluorite is meant to be played off-field as a teammate rather than as the Controlled Operator. Her role is enabling: she plants a Nature Infliction bomb and then uses her Combo Skill to duplicate whatever Arts Infliction is already sitting on the target, which sets up stronger Arts Reactions for the rest of the squad. She fits specifically into Cryo or Nature Infliction compositions, ideally alongside at least one other unit that stacks Infliction, so her Combo Skill trigger condition is met regularly. In those lineups she slots in as a low-investment support who hands extra stacks to the main damage dealers and helps them consume Infliction for reaction payoffs. Outside of that archetype she has no way to trigger her own value and performs poorly, so she should only be fielded when the team already supports the Infliction-stacking game plan.

Explanation

The Catastrophe set is the cheap way to reach the same goal: its effect raises Ultimate Gain efficiency and hands back SP at the start of the fight, letting her Ultimate arrive sooner.

OBJ Velocitous stays as the weapon because no other option moves her kit in a useful direction; alternatives mostly just raise her personal DPS.

Because the set bonus and the pieces both lean on Ultimate Gain, the off-slot Mordvolt Insulation Battery T1 is a natural fit to round out the build while gearing up.
